Field researchers tested where vegetation alone could identify the transition from upland to wetland.
Following a transition rather than a shoreline
Fieldwork begun in summer 1982 followed upland-to-wetland transitions in Lebanon State Forest. The contemporary research survey records completion in spring 1983. Roman, Zampella and Jaworski’s resulting 1985 paper compared vegetation, soils and hydrology in landscapes where pitch pine could occur on either side of the boundary. Plants helped, but not everywhere
The team used several ways of grouping and ordering vegetation samples to examine environmental gradients. Vegetation was useful for recognizing wetland limits, yet some transitions remained indistinct. The authors recommended combining indicators where a plant community alone could not supply a clear boundary. The problem was ecological continuity: a gradual change on the ground had to inform a line on a map. Roman, Zampella and Jaworski (1985).
A boundary and its surrounding buffer answer different questions
The Commission’s later plan review separately describes its adoption of a wetland-buffer delineation model in 1985. That model concerned protection around wetlands. Locating the wetland itself and determining an appropriate surrounding buffer were related tasks, but the reports do not make them interchangeable. Second plan review, section VI.
